The 164th Report examines the Union Law Ministry’s 2026–27 budget, reviewing allocations, litigation trends, staffing gaps and institutional functioning. The Law Ministry of Law projected a requirement of ₹7,026.527 crore for 2026–27. Against this, an allocation of ₹4,709.06 crore has been made at the budget estimates stage. This results in a shortfall of ₹2,317.467 crore (32.98%).

Based on data received from the Supreme Court, the Minister of State for Law and Justice Arjun Ram Meghwal submitted a written response stating that 8,360 complaints were received between 2016-2025.The highest number of such complaints were reported in the year 2024 at 1170 followed by 11o2 in 2025 while as in the year 2020 only 518 such complaints were registered.
