Approximately 50 foreign terrorists are believed to be operating in the Jammu region, with half of them in the border districts of Rajouri and Poonch.

Police officials working to counter the revived militancy in Jammu, attributed to Pakistan over the last two years, informed reporters that around 25 terrorists are active in the Dudu-Basantgarh belt, covering the mountainous regions of Udhampur, Doda, Kishtwar, and surrounding areas. An equal number of people are reportedly operating in Rajouri and Poonch.

“Almost all of them are believed to be foreign terrorists, mostly Pakistanis,” officials said. The estimate of 50 terrorists is on the higher side. The said terrorist groups work closely with each other in 4–5 groups.

Police officials pointed out the challenges posed by the porous international border, which includes riverine areas.

They are working diligently to secure infiltration routes and prevent new intrusions while aiming to eliminate terrorists hiding in the forests. “It’s a matter of time. We will get them,” they assured.

Officials revealed a new tactic used by terrorists: bodycams to record interactions with OGWs when receiving supplies.

Who are OGWs?

According to Indian security forces, Over Ground Workers (OGWs) are individuals who provide crucial support to militant groups, such as Hizbul Mujaheddin and Jaish-e-Muhammad, operating in Jammu and Kashmir. OGWs offer various forms of assistance, including logistical support, financial aid, shelter, and infrastructure, enabling these groups to carry out their activities. They play a vital role in facilitating militant attacks by providing real-time intelligence and support to the militant elements, making them an essential part of the militant ecosystem.

These videos are sent across the border using secure communication channels and shown to OGWs as a form of coercion.

“The terrorists use this strategy to pressure OGWs into continued cooperation by threatening to expose them,” officials explained.

Foreign terrorists are well-equipped with bodycams and secure communication systems, allowing them to coordinate with each other and their handlers in Pakistan and send videos of their activities.

Last month alone, four terror incidents occurred in the Jammu region between June 9 and 13. In Teryath, Reasi district, an attack resulted in the deaths of nine civilians, including seven Shiv Khori pilgrims, and injured 43 others.

In Doda, seven security personnel were injured. In an encounter in Hiranagar, two Pakistani terrorists and a CRPF Jawan were killed, and a civilian was injured. Later, the police and Army eliminated three Pakistani terrorists in Doda.
