Two months after DGP Shatrujeet Singh Kapur was sent on leave, and a day before he was due to rejoin, the Haryana government issued his transfer orders on Sunday. He has been replaced by 1992-batch IPS officer OP Singh, who has been appointed “officiating DGP” until further orders.
Kapur, a 1990-batch IPS officer, had been sent on leave after the suicide of IPS officer Y Puran Kumar. Late on Sunday evening, the Haryana government had ordered two transfers and postings. OP Singh, who was already holding additional charge of DGP, will continue in the role while also serving as Director
General of the Haryana State Narcotics Control Bureau. He is due to retire on December 31.
Kapur has now been appointed Chairman of the Haryana Police Housing Corporation. His transfer is significant as it formally creates a vacancy in the top police post of the Haryana Police.
Earlier, the state government had sent a panel of officers to the UPSC for selection of a new DGP. The panel was returned as Kapur was technically still on leave, and there was no vacancy.
With Kapur’s transfer, the government can now send a fresh panel to the UPSC, which will recommend three names for the post of DGP. The government will then appoint one of them as DGP.
IPS officer Y Puran Kumar died by suicide on October 7, naming Kapur and 14 other serving and retired officers in his note. His family had demanded Kapur’s removal as DGP, among other conditions, before performing the last rites. Kapur was subsequently asked to proceed on leave on October 14.
