Former Chief Minister and Leader of the Opposition Bhupinder Singh Hooda said the BJP’s “anti-Haryana face” has once again been exposed in the Haryana Public Service Commission (HPSC) recruitment, as less than 8 per cent of Haryana youth were selected in the exam.
“The recruitment for English Assistant Professors (College Cadre) has completely exposed this government's anti-Haryana stance. The government, which consistently prioritises candidates from other states in recruitments, this time didn’t even select 8 per cent candidates from Haryana,” he said.
“Our question is: did the government not find any qualified candidates for this post in the entire state of Haryana? This question has been continuously raised by the Congress, from the streets to the Legislative Assembly, but the BJP has not been able to answer it till date. In this recruitment, 4,424 candidates applied, out of which 1,950 appeared for the final written examination, but only 35 per cent qualifying marks were given, seemingly as part of a conspiracy. Only 151 candidates were declared successful,” he stated.
“Even UGC-NET/JRF-qualified and PhD holders failed to clear the exam. Most surprisingly, only about 8 per cent of the selected candidates are Haryana residents. Every young person is now asking: do young men and women from Haryana not have the right to jobs in their own state?” Hooda questioned.
Hooda alleged that by conducting such recruitments, the BJP government is also undermining job reservations. “There were 60 seats reserved for BC-A candidates, but only 6 were selected. Similarly, out of 36 BC-B seats, only 3 candidates were selected. And of the 60 EWS seats, just 6 candidates were selected,” he said.
He added that this is not an isolated incident but part of a larger pattern. “Earlier too, whether in SDO recruitments in the power department, Assistant Professor posts in other subjects, or HCS selections, the BJP government has played the same game. Either fewer candidates than the number of vacancies are deliberately passed, or applicants from other states are selected for most of the positions. To achieve this, sometimes papers are leaked, sometimes the papers are made excessively difficult, sometimes marking is manipulated, and sometimes rules are tampered with,” he said.
Recently, candidates submitted a memorandum to Hooda, making serious allegations about irregularities in the recruitment process. Serious discrepancies were also found in the papers for subjects like History, Hindi, Zoology, Chemistry, and Physics. Many candidates submitted written complaints to the commission and demanded cancellation of these exams.
“The biggest irregularity was that, in several centres, candidates received question papers with broken seals. Broken seals clearly raise suspicion of paper leaks. At such a time, it was essential for the government to accept candidates’ demands and order a high-level inquiry. Instead, the government seemed to be avoiding it. This clearly indicates that the government itself is at the root of these irregularities and scams,” he said.
Candidates also alleged that 24 questions in the History paper were copied verbatim from a question paper of the Chhattisgarh Public Service Commission’s Assistant Professor exam. “The HPSC did not bother to change even a single word, the language, or the context of those questions. Several questions were also lifted directly from question papers available on various online institutions,” Hooda added.
He demanded that all recruitment processes marred by irregularities be cancelled and the exams conducted again, keeping in mind the candidates’ demands. He also stressed that positions meant for Haryana residents must not be given to candidates from other states.
