Haryana CM assures action in IPS officer case

Sources said the state government is considering sending Director General of Police (DGP) Shatrujeet Kapur on leave and appointing an officiating DGP in his place.

Haryana Chief Minister Nayab Singh Saini held a meeting with senior officials of his government on Thursday after fresh developments related to the “suicide” of IPS officer Y Puran Kumar.

 

Sources said the state government is considering sending Director General of Police (DGP) Shatrujeet Kapur on leave and appointing an officiating DGP in his place.

 

In a complaint filed with the Chandigarh Police on Wednesday, Amneet P Kumar, the IAS officer wife of Puran Kumar, demanded an FIR against Kapur and another senior IPS officer under Section 108 of the Bharatiya Nyaya Sanhita (BNS) for abetment of suicide and under provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

 

The meeting at the chief minister’s official residence was attended by Chief Secretary Anurag Rastogi and other senior officers.

 

On Thursday, Amneet Kumar also sought the CM’s direct intervention to ensure an FIR against those named in her husband’s “suicide note.”

 

Later, accompanied by senior bureaucrats, CM Saini visited Amneet Kumar’s official residence in Sector 24. He had just returned from a three-day visit to Japan and spent nearly 50 minutes with her, assuring her of “appropriate action,” according to an official statement.

 

Amneet Kumar, who is commissioner and secretary of the Haryana Department of Foreign Cooperation, had also been in Japan as part of Saini’s delegation. She returned on Wednesday after hearing about her husband’s death.

 

She handed over a memorandum to the chief minister, demanding immediate registration of an FIR, suspension and arrest of those named in the suicide note and in her complaint, and lifelong security for her family “since powerful, high-ranking officials of Haryana are involved in the case.”

 

“The suicide note explicitly names the individuals responsible for creating an atmosphere of harassment, humiliation and mental torture, which directly led to this tragic act. This note constitutes a dying declaration and must be treated as crucial evidence demanding immediate legal action,” her memorandum said.

 

The body of Y Puran Kumar, a 2001-batch IPS officer, was found with a gunshot wound in the basement of his Chandigarh residence on Tuesday.
In a note he left behind, Puran Kumar allegedly named several “senior officers” and described the “mental harassment” and humiliation he had endured for years, sources said.

 

In her police complaint, Amneet Kumar said her husband’s death was the result of “systematic persecution” by high-ranking officers.
