Case against 2 top Haryana cops on complaint by officer's widow

A case was registered against Haryana’s Director General of Police (DGP) Shatrujeet Singh Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarniya following a complaint by Anmeet P Kumar, an IAS officer and the wife of the late Additional Director General of Police (ADGP) Y Puran Kumar. 


The complaint, filed at Sector 11 Police Station in Chandigarh, accuses the two officers of abetting her husband’s suicide, as confirmed by the Senior Superintendent of Police (SSP) Chandigarh. The case was lodged under relevant sections of the Bharatiya Nyaya Sanhita (BNS), specifically Section 108 which addresses abetment to suicide, and Section 3(1)(r) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.

 

 


The development followed the filing of the complaint on Wednesday. On Tuesday, Y Puran Kumar, a 2001-batch IPS officer, allegedly took his own life by shooting himself in the head with his service revolver while seated at his residence in Sector 11, Chandigarh. Investigators recovered a nine-page suicide note and a will, in which Kumar detailed job-related dissatisfaction and named several senior officers, including DGP Kapur, alleging instances of professional harassment.


Anmeet P Kumar, a 2001-batch IAS officer of the Haryana cadre, stated in her complaint, filed as both a “grieving wife and a responsible public servant”, that her husband was driven to suicide due to sustained professional harassment, caste-based discrimination, and personal humiliation. 


The suicide note specifically mentioned that DGP Kapur “managed to get his arrears with effect from 01.01.2015” but opposed Kumar receiving the same benefit, resulting in significant financial losses for Kumar’s entire 2001 IPS batch.


Sources informed on Thursday that the Haryana government was contemplating sending DGP Kapur on leave in response to ADGP Kumar’s suicide and the serious allegations outlined in his suicide note. 


According to top government sources, an officiating DGP was likely to be appointed later that day, amid growing pressure on the state administration to address the allegations. However, no formal announcement has been made. Additionally, sources indicated that SP Narendra Bijarniya, also named in the FIR, might face a transfer as part of a broader reshuffle.

No official statement has been issued by the DGP’s office, but senior government officials emphasised that the matter would be investigated “as per law.” 


Y Puran Kumar, known for his distinguished career in the Haryana Police, has left behind a case that has sparked renewed discussions on workplace harassment and accountability within the state’s police hierarchy. 


A senior official remarked, “This case has exposed deep fault lines in the system, both administrative and social. The government wants to ensure that justice is served and that accountability is not limited to token action.”
