The Assam government has constituted the 8th Assam Pay Commission, 2026, appointing retired IAS officer Subhash Chandra Das as its chairman
According to the Finance (Pay Research Unit) Department, the Secretary of the Finance (PRU) Department will serve as Member Secretary. Other members include the senior-most secretaries of the Personnel, ARTPPG and Finance departments; the LR-cum-Commissioner and Special Secretary of the Judicial Department; the Special Director of Finance (Budget) or nominee; and Professor Ratul Mahanta of Gauhati University.
According to the government order, the Commission will examine the principles governing the structure of emoluments and service conditions of state government employees. It will, however, exclude officers of the All India Services; those drawing UGC, AICTE or technical pay scales in higher educational and technical institutions; and judicial service officers paid as per the Shetty Commission or SNJPC recommendations.
The panel has been tasked with recommending revisions in pay, allowances and service conditions in a manner that is equitable, performance-oriented and fiscally sustainable. It will take into account the historical evolution of pay structures in Assam, prevailing macro-economic conditions, development planning needs, revenue resources, and the medium-term fiscal framework of the state.

The Commission will also factor in the recommendations of the 8th Central Pay Commission when available, provisions of the Assam Fiscal Responsibility and Budget Management Act, 2005, year-wise fiscal impact projections, cash-flow management requirements and debt sustainability parameters. It has been asked to provide detailed fiscal impact modelling and suggest phased or staggered implementation options, if necessary.
The government noted that the current pay structure has been in force since April 1, 2016, following the 7th Assam Pay & Productivity Pay Commission. It emphasised that any revision must be accompanied by structural reforms in human resource management, technology adoption, outcome-based governance and manpower rationalisation.
The Commission will be headquartered in Guwahati and is expected to submit its report within 18 months, unless the tenure is extended.
