Y Puran Kumar, Haryana ADGP, who died by suicide at his Chandigarh residence on Tuesday, had accused senior officers of "mental harassment," officials said. Police recovered an eight-page note in which the officer detailed the harassment he faced.

 

According to the police, Kumar allegedly shot himself with his service revolver. His body was reportedly found by his daughter in the basement of their home.

 

The officer was said to be disturbed over the inclusion of his name in a bribery case based on a complaint by a liquor contractor, filed without the permission of the state government.

 

The Rohtak Police had registered an FIR on Monday following a complaint by the contractor. The complaint alleged that Kumar's aide, Sushil Kumar, had sought a bribe of Rs 2.5 lakh in the officer’s name.

 

While Sushil was arrested in connection with the case, Y Puran Kumar’s name also appeared in the FIR. However, the FIR was not uploaded online.

 

The Haryana ADGP, a 2001-batch IPS officer, was transferred to the Police Training College in Sunaria, Rohtak on September 29. He had earlier served as Inspector General of the Rohtak Range.

 

An engineering graduate, Kumar was born on May 19, 1973, and was due to retire on May 31, 2033.

 

In the alleged suicide note, Kumar accused 10 senior officers, both serving and retired, of "mental harassment."

 

In the note, he stated that he had been "continuously subjected to psychological torture" by several senior officials. He added that the officers were conspiring to ruin his professional career.

 

Though Chandigarh Police has not officially revealed the names, sources said the case is linked to a corruption investigation in Rohtak, which was initiated by the late officer himself.

 

Earlier, Kumar had sent a letter to Chief Minister Nayab Singh Saini, raising concerns over promotions given to IPS officers. He alleged that these promotions were carried out illegally, bypassing Union Home Ministry guidelines, and were approved solely based on the Finance Department’s consent.
