Prime Minister Narendra Modi on Thursday stressed the need for a citizen-centric, technology-driven governance system while addressing the ‘Karmayogi Sadhna Saptah’ via video message on the foundation day of the Capacity Building Commission (CBC).
Highlighting the pace of global transformation, Modi said India must continuously upgrade its governance framework to remain responsive. “Karmayogi Sadhna Saptah is an important link in that very effort to ensure our public service stays relevant and responsive in the 21st century,” he said.
Focus on citizen-centric governance
The Prime Minister underlined that the guiding principle of governance today is “Nagrik Devo Bhava”, placing citizens at the centre of administration.
“Governance is now being given a new identity by making it truly citizen-centric,” he said, adding that public service must be both capable and sensitive to people’s needs.
Recalling the creation of the CBC, Modi said the body was conceived to strengthen the capabilities of government employees. “This very thinking gave birth to the Capacity Building Commission, which is focused on empowering every Karmayogi in the system,” he noted.
He also lauded initiatives such as the iGOT Mission Karmayogi, expressing confidence that they would build a cadre of modern, skilled and dedicated public servants.

Technology, skills key to future governance
Linking governance reforms to the broader vision of a developed India, Modi stressed the need for economic growth, infrastructure expansion, and a skilled workforce. “Today’s India is deeply aspirational… and upon all of us lies the responsibility to provide maximum support to fulfil them,” he said.
Emphasising continuous learning, he urged public servants to adapt to evolving demands. “Our governance should ensure that the quality of life of citizens improves day by day, this is our true benchmark,” Modi said.
He also called for a shift in administrative culture from authority to duty. “Before every decision, when you think about what your duty demands, the impact of your decisions will automatically multiply many times over,” he said.
Highlighting the growing role of technology, the Prime Minister said advancements such as Artificial Intelligence would reshape governance. “A better administrator, a better public servant, will be one who possesses a strong understanding of technology and data… this will form the very basis of decision-making,” he added.
Call for cooperative federalism
Modi stressed the importance of coordination among states, saying India’s progress depends on collective effort. “We have to break silos and move forward with better coordination, shared understanding and a whole-of-government approach,” he said.
In his concluding remarks, he said public trust in governance depends on the conduct of officials at all levels. “Whatever we do… we must safeguard that trust, it is the foundation of our democracy,” he said.
