The Directorate General of Civil Aviation (DGCA) has introduced a comprehensive set of rules aimed at ground handling service providers to prevent incidents at airports and improve the overall quality of services. This move comes after an extensive consultation process with various stakeholders and seeks to establish a robust safety mechanism for ground operations.

 

The new Civil Aviation Requirement (CAR) mandates a framework for safe operations by Ground Handling Agencies (GHAs). These agencies now have a six-month period to comply with the provisions of the CAR. The goal is to prevent and mitigate ground incidents at airports, ensuring the safety, efficiency, and reliability of flight operations.

 

Ground Handling Agencies are integral to the airport aviation ecosystem. The safe and efficient functioning of these agencies directly impacts the quality of flight operations.

 

Recognizing the significant growth in aircraft movements and the complexity of ground operations, as well as the rise of third-party ground handling services, the DGCA has deemed it essential to establish safety standards for GHAs involved in ground operations at Indian airports. This aspect was previously unregulated under existing laws.

 

The implementation of this CAR will standardise requirements across all Ground Handling Agencies and strengthen the oversight mechanism. This includes specifying the training and competency requirements for ground personnel, who are crucial to the safe and efficient management of ground operations at airports. The six-month compliance window allows GHAs adequate time to align their operations with the new safety framework.
